- Citizen journalists have come to play an increasingly important role in gathering and disseminating news, in particular in countries where press freedom is restricted, or in a disaster or conflict zone where professional journalists may not be present. While they cannot replace professionally trained journalists, they contribute to the public's access to a richer diversity of views, opinions and information. Like professional journalists, and for the same reasons, citizen journalists are subjected to acts of harassment and intimidation, including death threats, arbitrarily arrested and detained, prosecuted and sentenced to imprisonment and/or to harsh fines, and even assassinated. However, they enjoy less protection than professional journalists, as they do not have the support of media organizations and networks, and lack recognition as professional journalists.

- When a cyber-attack can be attributed to the State, it clearly constitutes, inter alia, a violation of its obligation to respect the right to freedom of opinion and expression. Although determining the origin of cyber-attacks and the identity of the perpetrator is often technically difficult, it should be noted that States have an obligation to protect individuals against interference by third parties that undermines the enjoyment of the right to freedom of opinion and expression. This positive obligation to protect entails that States must take appropriate and effective measures to investigate actions taken by third parties, hold the persons responsible to account, and adopt measures to prevent such recurrence in the future.

Disasters displace even more people and the effects of climate change will exacerbate this trend. Development-induced displacement is also on the rise. Some vulnerable groups within the displaced population are also regularly overlooked. Host families and communities are often heavily affected by displacement, but they are often neglected. - In its work in the field the United Nations has developed some excellent practice with regard to minority issues. However, there is no mechanism for or consistent practice of ensuring that minority issues are mainstreamed across the in-country work of entities in the United Nations system, in accordance with article 9 of the Declaration, even in countries where those issues are at the core of local conflicts. At the Headquarters level, in the Department of Political Affairs and in the UNDP Bureau for Crisis Prevention and Recovery, know-how on minority rights could be enhanced to facilitate the development of policies and practices sensitive to minorities. Appropriate training programmes and resources are required for staff throughout the United Nations system, to assist in the early identification by decision makers at the highest level of tensions involving minorities.

- In terms of disasters, all actors should strive to mitigate the adverse impact of natural hazards on communities, for example through effective disaster risk reduction and mitigation measures, especially in areas prone to recurrent disasters, through including minorities in disaster risk reduction programmes from the outset. Overall, the Special Rapporteur notes that much can be done to anticipate and address the needs of at risk minorities during catastrophic events. Adequate planning will go far to minimize the extent to which these groups suffer disproportionately and experience devastating outcomes. Responsible emergency preparedness and response efforts that incorporate a minority rights approach, ensuring that minority voices can raise their concerns and opinions regarding relief and recovery efforts, can be critical to preventing disasters from having a disproportionate impact on, or further ravaging the lives of minority communities.

- While States retain primary responsibility for the protection of children in a natural disaster, fulfilment of these obligations are frequently challenged as a result of absent or incapacitated institutional and legal structures. Despite the many actors and stakeholders providing emergency response services in natural disasters, children continue to face significant risk, both within and without the protection perimeter. The absence of a comprehensive framework for the coordination and allocation of roles and responsibilities of multiple international and local responders frequently leads to confusion, unnecessary duplication of efforts and substantial protection gaps. This is complicated by limitations or overlaps in organizational mandates - many of which do not address the issue of child protection - and a near absence of quantitative and qualitative data that would clarify the extent of risks faced by children in natural disasters.

- Conflict influences the form and nature of trafficking in different ways. The severity of trafficking-related exploitation appears to be high when it occurs during conflict, and may be even greater in post-conflict situations, enhanced by conditions that are themselves a cause or consequence of conflict, such as impunity and an increase in generalized violence. Certain forms of trafficking-related exploitation, such as forced military recruitment of both children and adults, are either specific to conflict or more prevalent in situations of conflict. Sexual exploitation is another form of trafficking that intersects with the dynamics of situations of conflict, including the use of proceeds from the trafficking, trading and ransoming individuals to purchase arms and pay fighters, which perpetuates the cycle of violence against civilians.

- In addition, the nature and forms of trafficking in persons associated with conflict are highly gendered. For example, abduction into military forces affects males and females differently. Men and boys are typically forced into soldiering while women and girls are generally forced into support roles, and they typically face much greater risk of sexual assault as either a primary purpose or an additional manifestation of their exploitation. As previously noted, sexual enslavement, a practice exacerbated by situations of conflict, is highly gendered in that it disproportionately affects women and girls. Other forms of trafficking-related exploitation particular to or especially prevalent in conflict, including forced and temporary marriage, are highly gendered in their motivation and impact, which underscores the importance of a gender analysis in all trafficking prevention efforts and responses.

- State parties to the Convention on the Rights of the Child are encouraged to strengthen national and international measures for the prevention of recruitment of children into the armed forces or armed groups and their use in hostilities. In particular, those measures include signing and ratifying the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict and enacting legislation that explicitly prohibits and criminalizes the recruitment of children into armed forces or groups and their use in hostilities; exercising extraterritorial jurisdiction in order to strengthen the international protection of children against recruitment; taking measures to implement the recommendations of the Committee on the Rights of the Child; and submitting timely reports to the Committee under the Optional Protocol.
