- Few marginalized groups suffer such egregious violations of the right to housing as do persons with disabilities. Across the world, they are commonly homeless, institutionalized and subjected to cruel and inhuman treatment for no reason other than their disability. They endure isolation, stigmatization and discrimination in all aspects of housing, whether access, design or policy development and implementation. Their very lives are imperilled by housing and communities that are based on exclusion and uniformity rather than inclusion and diversity. Yet it is on the basis of those experiences and the claims to equal dignity and rights advanced by those affected that the disability human rights paradigm has emerged. This paradigm has the potential to breathe new life into the right to adequate housing because it underscores and amplifies the essence of that right, namely, having a place to live in dignity, it allows persons with disabilities to participate in their communities and it recognizes diversity as a strength that makes households and communities thrive.

- States must ensure that social protection systems do not create significant inequalities between those who have an interrupted participation in the labour force - due for example to parenthood, care for older persons or persons with disabilities - and those who do not. At a minimum, States must provide universal non-contributory social pensions that are sufficient for an adequate standard of living, and ensure that women living in poverty can access them. The introduction of carer credits into a country's pension or superannuation system can provide a method of explicitly recognizing those years spent providing unpaid care.

- Securing the right of persons with disabilities to social protection must be a priority for States and the international community. Inclusive social protection systems, including social protection floors, can contribute significantly to supporting the social participation and inclusion of persons with disabilities by ensuring income security and access to social services. They can also play an important role in fostering the realization of the Sustainable Development Goals for persons with disabilities. For that purpose, States must move away from traditional disability-welfare approaches and turn towards rights-based ones, and must develop comprehensive social protection systems that guarantee benefits and access to services for all persons with disabilities across the life cycle. The inclusion of persons with disabilities in social protection systems is not only a human rights issue, but also a crucial investment for development that States cannot afford to miss.

- Fifty years after the separation of international human rights into the two covenants, the United Nations is well situated to retrieve a unified and inclusive understanding of human rights and to affirm that the right to life includes the right to a place to live in dignity and security, free of violence. The Human Rights Committee has the opportunity to affirm this integrated understanding of the right to life in the ongoing preparation of its general comment No. 36. The Committee on Economic, Social and Cultural Rights has the opportunity under its Optional Protocol to highlight the connection between the rights to life and adequate housing in lived experience. Other treaty monitoring bodies have the opportunity to ensure that the understanding of the rights to life and adequate housing is informed by the experiences and unique claims of people with disabilities, women, children, migrants, racial minorities and indigenous peoples, among others.
