Plan International - Girls' Rights Platform - Girls' rights are human rights: Positioning girls at the heart of the international agenda

Reiterating that the only sustainable solution to the current conflict in the Syrian Arab Republic is through an inclusive, Syrian-led and Syrian-owned political process under the auspices of the United Nations, including with the equal voice and full and meaningful participation of women in all efforts and decision-making, and in accordance with the Geneva communiqué of 30 June 2012 and Security Council resolutions 2118 (2013) of 27 September 2013 and 2254 (2015) of 18 December 2015, with a view to establishing credible, inclusive and non-sectarian governance, as outlined by the Council in its resolution 1325 (2000) of 31 October 2000 and associated resolutions, and supporting the Special Envoy of the Secretary- General for Syria in his efforts towards this end,

5. Decides to include in the provisional agenda of its fifty-sixth session the item entitled “Consolidation of peace through practical disarmament measures”.

1. Determines to pursue practical steps for systematic and progressive efforts to implement article VI of the Treaty on the Non-Proliferation of Nuclear Weapons 1 and paragraphs 3 and 4 (c) of the decision on principles and objectives for nuclear non-proliferation and disarmament of the 1995 Review and Extension Conference of the Parties to the Treaty; 2

Emphasizing that the right to access to justice as contained in applicable international human rights instruments forms an important basis for strengthening the rule of law through the administration of justice,

The General Assembly,

Noting the appointment by the administering Power of a new Governor who maintains reserved powers in the Territory,

(b) To fully and immediately comply with the order of the International Court of Justice of 19 April 2017 on provisional measures in the case concerning the Application of the International Convention for the Suppression of the Financing of Terrorism and of the International Convention on the Elimination of All Forms of Racial Discrimination (Ukraine v. Russian Federation); 5 (c) To take all measures necessary to bring an immediate end to all violations and abuses against residents of Crimea, in particular reported discriminatory measures and practices, arbitrary detentions, torture and other cruel, inhuman or degrading treatment, and to revoke all discriminatory legislation;

9. Also emphasizes the need for sustained progress on all issues that have an impact on the enjoyment of human rights, in particular, legal reform, impunity, protection of all persons belonging to minorities and the fight against organized crime and trafficking in persons;

9. Warmly welcomes the intention of the Secretary-General to continue the United Nations humanitarian programme in Tajikistan by issuing a consolidated inter-agency appeal for humanitarian assistance to Tajikistan for 2001, as a strategic document that will guide a gradual transition to a more development-oriented focus, and invites Member States to fund programmes included in the appeal;

2. Recalls paragraph 61 of the report of the Commission, in which it is indicated that raising the mandatory age of separation for existing staff to 65 years would result in a marginal reduction in the actuarial deficit of the United Nations Joint Staff Pension Fund in the range of 0.13 per cent of pensionable remuneration;

Welcoming the high-level thematic discussions on the global observance of World Wildlife Day, held on 2 March 2018 and 1 March 2019, which focused on global efforts to save big cats and to conserve marine species, respectively,

11. Requests the Secretary-General to consult Member States and intergovernmental and non- governmental organizations on ways and means for the strengthening of United Nations action in the field of human rights, including the promotion of international cooperation and the importance of non-selectivity, impartiality and objectivity, and to submit a comprehensive report on this issue to the General Assembly at its fifty-fourth session;

3. Commends the Secretary-General for the diligence with which the programme has continued to be carried out;

Reaffirming that the questions of peace and security and those of development are interrelated and inseparable, and considering that cooperation among all States, in particular those of the region, for peace and development is essential in promoting the objectives of the zone of peace and cooperation of the South Atlantic,

The General Assembly,

Recognizing further that malaria control interventions have a positive impact on overall child and maternal mortality rates and could help African countries and other malaria-endemic countries to reach Millennium Development Goals 4 and 5 of reducing child mortality and improving maternal health, respectively, by 2015,

2. Takes note with satisfaction of the report of the Director of the Mission on the first three months of the Mission’s activities;

Deeply convinced that United Nations action in this field should be based not only on a profound understanding of the broad range of problems existing in all societies but also on full respect for the political, economic and social realities of each of them, in strict compliance with the purposes and principles of the Charter and for the basic purpose of promoting and encouraging respect for human rights and fundamental freedoms through international cooperation,

14. Requests the Secretary-General to include, in the performance report of the Mission, detailed information on programmatic activities, including on how the implementation of those activities has contributed to implementing mission mandates;

Guided by the purposes and principles enshrined in the Charter of the United Nations,

(c) Enable migrants to communicate with their families without delay to inform them that they are alive by facilitating access to means of communication along routes and at their destination, including in places of detention, as well as access to consular missions, local authorities and organizations that can provide assistance with family contacts, especially in cases of unaccompanied or separated migrant children, as well as adolescents;

Considering the importance and effectiveness of confidence-building measures taken at the initiative and with the participation of all States concerned and taking into account the specific characteristics of each region, since such measures can contribute to regional stability and to international peace and security,

Stressing the necessity for the full implementation of all relevant Security Council resolutions,

Considering that such enhanced cooperation between the United Nations and regional arrangements or agencies would promote collective security in accordance with the Charter,

19. Invites the President of the General Assembly to deliver remarks during the closing segment;

Also encourages further use of the potential of the regional centres to maintain the increased interest in and momentum for revitalization of the Organization to meet the challenges of a new phase of international relations in order to fulfil the purposes and principles of the Charter of the United Nations related to peace, disarmament and development, taking into account the guidelines and recommendations for regional approaches to disarmament within the context of global security as adopted by the Disarmament Commission at its 1993 substantive session; 12/

5. Stresses the importance of promoting inclusive and equitable quality education that is age-, disability- and gender-sensitive, as well as lifelong learning opportunities for all, especially for children, women, youth, persons with disabilities, older persons, migrants, indigenous peoples and persons belonging to national or ethnic, religious and linguistic minorities, and of skills development and quality training as essential means for inclusive participation and integration in society;

Remaining alarmed by the high level of impunity with regard to gender-related killing of women and girls and the fact that violence against women and girls is among the least prosecuted and punished crimes in the world,

10. Recalls the introduction by the Institute of a cost-sharing initiative in its execution of various programmes with Member States, partners and United Nations entities;

7. Welcomes, since the adoption of its previous resolution on the subject, the ratification of the Treaty by Zimbabwe, since each ratification is a significant step towards the entry into force and universalization of the Treaty;
