Plan International - Girls' Rights Platform - Girls' rights are human rights: Positioning girls at the heart of the international agenda

1. Determines to pursue practical steps for systematic and progressive efforts to implement article VI of the Treaty on the Non-Proliferation of Nuclear Weapons 1 and paragraphs 3 and 4 (c) of the decision on principles and objectives for nuclear non-proliferation and disarmament of the 1995 Review and Extension Conference of the Parties to the Treaty; 2

Emphasizing that the right to access to justice as contained in applicable international human rights instruments forms an important basis for strengthening the rule of law through the administration of justice,

The General Assembly,

7. Renews its commitment to further strengthening international cooperation and substantially increasing efforts to counter the world drug problem, in accordance with the obligations of States under the United Nations drug control conventions, on the basis of the general framework given by the outcome of the special session, and taking into account experience gained;

6. Encourages the regional commissions to follow up the World Conference in their respective regions, in coordination with regional meetings of ministers responsible for youth and regional non- governmental youth organizations, and to provide advisory services to support national youth policies and programmes in each region;

11. Recalls, in this regard, that, in “The future we want”, 7 States recognized the importance of building the capacity of developing countries to be able to benefit from the conservation and sustainable use of the oceans and seas and their resources, and in this regard emphasized the need for cooperation in marine scientific research to implement the provisions of the Convention and the outcomes of the major summits on sustainable development, as well as for the transfer of technology, taking into account the Criteria and Guidelines on the Transfer of Marine Technology adopted by the Assembly of the Intergovernmental Oceanographic Commission of the United Nations Educational, Scientific and Cultural Organization at its twenty-second session, in 2003;

3. Appeals to all States, especially the nuclear-weapon States, to work actively towards an early agreement on a common approach and, in particular, on a common formula that could be included in an international instrument of a legally binding character;

16. Encourages the further strengthening of South-South cooperation and triangular cooperation, as well as cooperation among subregional and regional organizations, in support of the efforts of landlocked and transit developing countries towards achieving the full and effective implementation of the Almaty Programme of Action;

Noting the accession by Palestine to several human rights treaties and the core humanitarian law conventions, as well as other international treaties,

1. Takes note of the documents submitted by the Secretary-General on the financing for the biennium 2004–2005 of the International Criminal Tribunal for the Prosecution of Persons Responsible for Genocide and Other Serious Violations of International Humanitarian Law Committed in the Territory of Rwanda and Rwandan Citizens Responsible for Genocide and Other Such Violations Committed in the Territory of Neighbouring States between 1 January and 31 December 1994 1 and the related report of the Advisory Committee on Administrative and Budgetary Questions; 2

10. Decides further that, in accordance with the provisions of its resolution 973 (X) of 15 December 1955, there shall be set off against the apportionment among Member States, as provided for in paragraph 9 above, their respective share in the Tax Equalization Fund of the estimated additional staff assessment income of 686,400 dollars approved for the Civilian Police Mission for the period from 1 July 1998 to 30 June 1999;

5. Urges States parties to take all appropriate measures for the implementation of the rights recognized in the Convention by, inter alia, putting in place effective national legislation, policies and action plans, by strengthening relevant governmental structures for children and by ensuring adequate and systematic training in the rights of the child for professional groups working with and for children;

Recalling the obligations of all States under Article 2 of the Charter to refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, and to settle their international disputes by peaceful means,

(e) To enable cooperation among small island developing States on diseases by using existing international and regional forums to convene joint biennial meetings of ministers of health and other relevant sectors to respond in particular to non-communicable diseases;

5. Expresses concern at the delay experienced by the Secretary-General in deploying and providing adequate resources to some recent peacekeeping missions, in particular those in Africa;

Recognizing the important role played by the International Civilian Mission, whose presence in Haiti has prevented greater violations of human rights, and encouraging its earliest possible return to Haiti,

17. Welcomes the visit of the Secretary-General of the United Nations to the headquarters of the Organization of Islamic Cooperation in Jeddah in June 2012 and his commitment to reinforce cooperation in areas of common interest between the Organization of Islamic Cooperation and the United Nations, also welcomes the periodic high-level meetings between the Secretaries-General of the United Nations and the Organization of Islamic Cooperation, as well as between senior secretariat officials of the two organizations, and encourages their participation in important meetings of the two organizations;

Reconfirming the need to take measures to eliminate colonialism by 2010, as called for in its resolution 55/146,

J. Enterprise risk management and internal control framework

13. Encourages the Independent Expert to continue to cooperate, in accordance with his mandate, with the Committee on Economic, Social and Cultural Rights, special rapporteurs, independent experts and members of the expert working groups of the Human Rights Council and its Advisory Committee on issues relating to economic, social and cultural rights and the right to development in his work;

1. Recognizes the cross-cutting nature of the rule of law, crime prevention and criminal justice and development, and recommends that such linkages and interrelationships be properly addressed and further elaborated;

4. Expresses concern at the financial situation with regard to peacekeeping activities, in particular as regards the reimbursements to troop contributors that bear additional burdens owing to overdue payments by Member States of their assessments;

13. Decides to include in the provisional agenda of its fifty-eighth session an item entitled “International Criminal Court”.

10. Recalls that promoting universal access to social services and providing social protection floors can make an important contribution to consolidating and achieving further development gains and that social protection systems that address and reduce inequality and social exclusion are essential for protecting the gains made towards the achievement of the Sustainable Development Goals, and in this regard takes note of the Social Protection Floors Recommendation, 2012 (No. 202), of the International Labour Organization;

Expressing regret and concern that the conference was not convened in 2012 as mandated and that little progress has been achieved towards the implementation of the resolution on the Middle East adopted by the 1995 Review and Extension Conference of the Parties to the Treaty,

4. Acknowledges the conclusions in the report of the Secretary-General, in which he stated that studies show that the value of the damage to Lebanon amounted to 856.4 million United States dollars in 2014, and requests the Secretary-General to urge United Nations bodies and agencies and other relevant organizations involved in the initial assessment of the relevant environmental damage to undertake, within existing resources, a further study, building on, inter alia, the initial work of the World Bank presented in the report of the Secretary-General submitted to the General Assembly at its sixty-second session, 5 with a view to measuring and quantifying the environmental damage sustained by neighbouring countries;

7. Authorizes the Secretary-General to award a minimum of one scholarship in 2018 and one in 2019 under the Hamilton Shirley Amerasinghe Memorial Fellowship on the Law of the Sea;

4. Requests the Secretary-General, within existing resources and in cooperation with international financial institutions, and organs and organizations of the United Nations system, to assist the Governments of Costa Rica and Nicaragua in identifying their short-, medium- and long-term needs and also to collaborate in the reconstruction efforts undertaken by the Governments of the affected countries.

220. Urges States to cooperate in correcting the shortfall in port waste reception facilities in accordance with the action plan to address the inadequacy of port waste reception facilities developed by the International Maritime Organization;

6. Requests the Special Committee to submit a report on its work to the General Assembly at its fifty-eighth session;
