Conflict or disaster may create a downwards spiral of vulnerability in which already marginalized populations face displacement which exacerbates their vulnerability and places them into highly perilous situations of insecurity and extreme poverty, usually driving them to informal settlements in urban areas in search of anonymity and livelihoods.
