Some countries have far greater statistical and analytical capacities than others. Data problems are especially acute regarding those living in informal settlements, internally displaced persons, certain ethnic minorities, migrants, persons with disabilities and other vulnerable and marginalized groups who may not be properly reflected in national censuses, administrative records and household surveys.
