There is persistent poverty, exclusion and discrimination, and inadequate investment in social services. Also, debt burdens, excessive military spending, inconsistent with national security requirements, armed conflict, foreign occupation, hostage-taking and all forms of terrorism, as well as the lack of efficiency in the use of resources, among other factors, can constrain national efforts to combat poverty and to ensure the well-being of children.
