- Many actions have been taken and mechanisms put in place at various levels to enable children to be appropriately informed, listened to/heard and to express their views and opinions meaningfully. Public and policy decisions informed by such views have been proven to lead to better strategies, services and a more appropriate allocation of resources. Children and young people have shown that, as informed and voluntary participants, they can contribute as active advocates for change and bring innovative ideas to legislation, analysis, research, the drafting of laws, programmes and petitions, among other things. When child participation takes place in accordance with standards and child-rights principles, the active involvement of children has been proven to improve their ownership of the information and to help them to strengthen their resilience and overcome their emotional and physical scars. The examples given above confirm the numerous benefits that derive from giving children a leading role in the development of research, including the ability of children to gain access to particular locations without creating suspicion or fear on the part of the child respondents. The accuracy of the information collected also enhances the quality of specific suggestions and recommendations for improving prevention and protection services. Child-led organizations and peer initiatives empower children to fight for their own protection and that of their peers. The encouraging results notwithstanding, many challenges remain to be overcome, which the Special Rapporteur discusses below.

- It is estimated that on average one third of children have had access to the Internet in the past five years, although that figure masks those countries where child use of Internet is almost universal. In Europe, 70 per cent of children aged 6-17 used the Internet regularly, with some variations among countries. In Africa, for the vast majority of children, access is not at home or school but through a cybercafé, although mobile technologies are leading to a change in African use of the Internet. Estimates from the Asian region show a wider discrepancy among countries, with Malaysia as an example of a developing economy where the use of new technologies is increasing and China having one of the highest growth rates of technology in the world. In Latin America, there is similar discrepancy, which replicates the different economic development of the countries. In general, the youth are leading the emergence of the use of new technologies in developing economies; therefore they are more likely to be leading the way to Internet usage.

- A significant number of businesses have adopted codes of conduct in an attempt to adhere to international standards. In partnership with governments and non-governmental organizations, they have also supported information and awareness-raising campaigns, as well as prevention and child protection programmes. Initiatives include the creation and expansion of various networks. The International Association of Internet Hotlines (INHOPE) was created in 1999 and has grown to a network of 44 hotlines in 38 countries, where the public can report child sexual abuse. In 2007, leading mobile telephone operators and content providers in the European Union signed the European Framework for Safer Mobile Use by Younger Teenagers and Children. Since 2008, Google has used technology to identify duplicates of abuse images online and has recently developed additional tools towards ending online child pornography.
