trade plays its full part in promoting economic growth, employment and
development for all, welcoming in that regard the decisions taken by the World
Trade Organization to place the needs and interests of developing countries at the
heart of its work programme, and committing itself to their implementation,
Recognizing further that all human rights are universal, indivisible,
interdependent and interrelated,
Noting that an overall commitment to multiculturalism helps to provide an
environment preventing and combating discrimination and promoting solidarity and
tolerance in our societies,
Recognizing that an enabling economic environment should, inter alia, foster a
dynamic and well-functioning business sector and include efforts to further promote
good corporate and public sector governance, to combat corruption in the public and
private sectors and to promote the strengthening of and respect for the rule of law,
Noting that particular attention must be given, in the context of globalization,
to the objective of protecting, promoting and enhancing the rights and welfare of
women and girls, as stated in the Beijing Declaration and Platform for Action, 2
Taking note of the report of the World Commission on the Social Dimension of
Globalization entitled A Fair Globalization: Creating Opportunities for All 3 as a
contribution to the international dialogue towards a fully inclusive and equitable
globalization,
Noting the report of the Commission on the Private Sector and Development
entitled Unleashing Entrepreneurship: Making Business Work for the Poor, 4

Takes note of the report of the Secretary-General; 5

Reaffirms that the United Nations has a central role in promoting
international cooperation for development and in promoting policy coherence on
global development issues, including in the context of globalization and
interdependence;
Reaffirms also that each country has primary responsibility for its own

economic and social development and that the role of national policies and
development strategies cannot be overemphasized;
Invites the international community, including all Member States, to

devote special attention to improving resource flows for development, including
public and private, foreign and domestic, to assist the developing countries,
particularly the least developed countries, to achieve the internationally agreed
development goals, including those contained in the United Nations Millennium
Declaration;1
5.
Stresses that, in the common pursuit of growth, poverty eradication and
sustainable development, a critical challenge is to ensure the necessary internal
conditions for mobilizing domestic savings, both public and private, sustaining
adequate levels of productive investment and increasing human capacity, while a
