60/2. Policies and programmes involving youth
The General Assembly
1.
Reaffirms the World Programme of Action for Youth to the Year 2000 and
Beyond; 1
2.
Recognizes that the implementation of the World Programme of Action
and the achievement of the internationally agreed development goals, in particular
those contained in the United Nations Millennium Declaration, 2 require the full and
effective participation of young people and youth organizations and other civil
society organizations at the local, national, regional and international levels;
Calls upon Governments, organizations and bodies of the United Nations

system and non-governmental organizations to develop strong partnerships to scale
up investments in youth and to encourage youth-led contributions to achieving the
internationally agreed development goals, in particular those contained in the
Millennium Declaration;
Urges Governments, in consultation with youth organizations, to develop

holistic and integrated youth policies based on the World Programme of Action and
to evaluate them regularly as part of the follow-up action on and implementation of
the Programme of Action;
Requests the United Nations regional commissions to organize, within

their existing resources, regional consultations with Member States and youth
organizations in order to evaluate the implementation of the World Programme of
Action;
Calls upon the organizations, programmes and specialized agencies of

the United Nations system to enhance inter-agency arrangements on youth policies
and programmes with a view to improving coordination and enhancing synergies
among relevant system activities in this regard;
