- Stresses that the empowerment of women and girls is key to breaking the cycle of discrimination and violence and for the promotion and protection of human rights, including the right to the highest attainable standard of mental and physical health, including sexual and reproductive health, and calls upon States parties to fulfil their obligations under the Convention on the Rights of the Child and the Convention on the Elimination of All Forms of Discrimination against Women, as well as their commitments to implement the United Nations Declaration on the Elimination of Violence against Women, the Beijing Platform for Action, and the outcomes of the twenty-third special session of the General Assembly, entitled “Women 2000: gender equality, development and peace for the twenty-first century”, and of the special session of the General Assembly on children and the Programme of Action of the International Conference on Population and Development;
