The protection of human rights in the context of human immunodeficiency
virus (HIV) and acquired immunodeficiency syndrome (AIDS)
The Human Rights Council,
Recalling Commission on Human Rights resolutions 1997/33 of 11 April 1997, 1999/49 of
27 April 1999, 2001/51 of 24 April 2001, 2003/29 of 22 April 2003, 2003/47 of 23 April 2003,
2004/26 of 16 April 2004, 2005/23 of 15 April 2005 and 2005/84 of 21 April 2005, the Political
Declaration on HIV/AIDS, adopted by the General Assembly on 2 June 2006, and the
Declaration of Commitment on HIV/AIDS, adopted by the Assembly at its special session on
HIV/AIDS on 27 June 2001, which affirm that the realization of human rights and fundamental
freedoms for all is essential to reduce vulnerability to HIV and the impact of AIDS, as is the
involvement of people living with HIV,
Recalling also the Guidelines on HIV/AIDS and Human Rights (hereinafter referred to as
“the Guidelines”), referred to in the above-mentioned resolutions and annexed to Commission on
Human Rights resolution 1997/33, which provide guidance to ensuring the respect, protection
and fulfillment of human rights in the context of HIV,
