- Composed of representatives of different ministries, such a mechanism could coordinate the national responsibility for internally displaced persons over each line agency or ministry and be responsible for maintaining common roles and differentiated responsibilities across government bodies and other stakeholders. Such a mechanism helps to ensure holistic responses that recognize, for example, the important relationship between housing, employment and livelihood and service provision, as well as education, health, reproductive health care for women and the need to ensure protection at every phase of internal displacement.

- When responding to the needs of internally displaced persons, a number of key ministries are directly concerned as they have sectoral responsibilities. These ministries should be involved in the response from the very onset of the emergency and should be represented in any inter-agency mechanism where their role should be discussed in relation to their sectoral counterparts. During his country visits, the Special Rapporteur has met with line ministries that have direct links to the humanitarian response and are key interlocutors when it comes to the provision of assistance, such as ministries of health, education, labour, social affairs, women's affairs, internal affairs and defence.

- [Durable solutions remain available options for internally displaced persons, including those in urban settings. The very nature of urban displacement, however, tends to lend weight to local integration as the viable choice preferred by internally displaced persons in urban areas. Informed by the Guiding Principles on Internal Displacement and the Framework on Durable Solutions for Internally Displaced Persons, the Special Rapporteur reiterates his recommendations made in his previous reports (A/HRC/19/54 and A/68/225) and adds the following recommendations to:] [International organizations, including humanitarian and development actors, and urban planners as relevant] Given the little knowledge on the impact of displacement on health and emotional well-being and its influence on urban dynamics, expand research on protection gaps and needs, especially those of internally displaced persons particularly at risk, including women, children and persons with disabilities.

- Advances have been made in addressing some key protection issues, even as many continue under-examined or unresolved. The greatest strides are visible in the area of reproductive health services, mainly owing to the Inter-agency Field Manual on Reproductive Health in Humanitarian Settings, and the Minimum Initial Service Package (MISP) addressing reproductive health and sexual violence in emergency settings, developed by the Inter-agency Working Group on Reproductive Health in Crises. This manual was revised in 2010 to better encompass IDPs and others affected by humanitarian emergencies better. Nonetheless, important gaps remain in the reproductive health response, including the provision of adequate maternal and reproductive health care for women with disabilities and adolescent girls; scaling up systematic and equitable coverage of MISP; and sustaining these services in protracted crisis and the recovery phase.
