- Owing to the special and unique nature of discrimination often faced by people of African descent, particularly that related to the legacies of colonialism, slavery and the transatlantic slave trade, the Working Group deems it appropriate to make a careful distinction between their situation and that of other groups who face racism, racial discrimination, xenophobia and related intolerance. It also sees the need to construct and delineate specific juridical categories that make it possible to address their needs adequately and overcome the obstacles they face. Therefore, in line with a recommendation from the Committee on the Elimination of Racial Discrimination, the Working Group recommends the elaboration of a United Nations Declaration on the Promotion and Protection of the Human Rights of People of African Descent, as one of the main objectives of the Decade.

- The Working Group encourages the General Assembly to adopt a strong, comprehensive and action-oriented document that will inform and guide the International Decade. - The Working Group is ready to continue actively participating in the International Decade for People of African Descent and to assist stakeholders and strengthen partnerships between Governments, civil society, Africans and people of African descent in order to fully implement the programme of activities. The Working Group calls on States and civil society to hold joint launchings of the International Decade in their own countries and to adopt positive measures to accelerate the process of its implementation. As part of this process, States are urged to also address the negative racial stereotypes and the blackface phenomenon that people of African descent face. Criminal sanctions must be imposed not just for hate speech, but also for stereotyping. Furthermore, as with hate speech, stereotyping ought to provide a basis for damages. Administrative sanctions should also be imposed for words and images that amount not just to hate speech, but also to stereotyping.

- The stark reality is that people of African descent continue to suffer from many multiple, aggravated and intersecting forms of discrimination. As a result, educational outcomes for people of African descent are a function of their unequal access to key educational resources, including skilled teachers and quality curriculums. There is copious evidence that in some States, students of African descent routinely receive dramatically different learning opportunities based on their social status. This poses a fundamental challenge to Goal 4, which aims at ensuring an inclusive and equitable quality education for all. Intimately connected to the right to education is the right to work. With poor educational outcomes at all levels in addition to racial discrimination, people of African descent are unable to secure decent work.
