- Such transformative approach is clearly required under human rights law. The Convention on the Elimination of All Forms of Discrimination against Women affirms that "a change in the traditional role of men as well as the role of women in society and in the family is needed to achieve full equality between men and women" (preamble, 14th para). Accordingly, States Parties shall seek, inter alia, to "modify the social and cultural patterns of conduct of men and women", and to promote the "recognition of the common responsibility of men and women in the upbringing and development of their children" (art. 5 (a). In reference to this provision, the Committee on the Elimination of Discrimination against Women has urged States to combat patriarchal attitudes and stereotypes regarding the roles and responsibilities of women and men within the family and society at large (women being considered as having the primary responsibility for child-rearing and domestic tasks, and men being considered the main breadwinners) and to reject the concept that assigns the role of "head of the household" to men.

- Women also face discrimination in accessing extension services. First, women are underrepresented among extension services agents. Yet, in some contexts, social or cultural rules may prohibit contacts between a woman farmer and a male agricultural agent, especially when the woman is single, widowed or abandoned. Moreover, male agents may have less understanding for the specific constraints faced by women. Second, extension services tend to presume that any knowledge transmitted to the men will automatically trickle down to the women and so that they benefit equally, and meetings may be organized without taking into account the specific time and mobility constraints of women. This reinforces the pre-existing imbalances in decision-making within the household and neglects the fact that the needs of women may be different from those of men.

- Women, in particular, face significant barriers to accessing justice given their subordinate position in many societies, and the lack of information and knowledge about their rights and the ways to claim their protection. Indeed, women in rural areas often are unaware of their legal rights. In many rural areas, sociocultural norms make women fearful of retribution or ostracism if they pursue land claims or seek protection from violence. As a result, women tend to be denied access to justice more often than men, and are also more likely to be denied justice altogether.

- Oxfam researchers found that adaptation projects aimed at women created under Burkina Faso's National Action Programme for Adaptation (NAPA) sought to diversity the ways that women can generate income to offset income lost by harvests damaged by climate change. In order to rectify these consequences, individuals and organizations need to be better educated on the different vulnerabilities that men and women face in disasters, and local women's organizations need to be consulted in order to understand region-specific contexts. Moreover, such attempts could have ancillary positive effects, as developing credit systems to aid families during times of famine, strengthening women's organizations that promote adaptation measures, and addressing larger issues could prevent gender inequality.

- International human rights law places particular emphasis on the responsibility of States to address discrimination against women and girls and ensure that they enjoy their rights on the basis of equality with men and boys. Among other actions, States must ensure that national law provides a robust framework for gender equality and non-discrimination. In the context of early child development, policies and programmes must pay particular attention to redressing discrimination and to equality. For example, parenting programmes should be gender sensitive and States should make particular efforts to address any discrepancy in educational attainment between girls and boys.

- The issue of water demonstrates clearly the relevance of taking a gender-sensitive approach. It is now well-documented that it is women, more than men, who spend precious hours of each day on water collection for themselves and their families when water is not provided at home. Cumulatively, women in South Africa alone must walk the equivalent of a trip to the moon and back 16 times each day just to supply their households with water. However, when States adopt a gender-sensitive approach to water delivery and management, the situation for women can change dramatically, and for the better.

- For several years, human rights defenders have been mobilizing for the protection promised by the Universal Declaration of Human Rights to be extended to the new threats hanging over human dignity. In this context they have been advocating for the protection of rights also to be guaranteed in the home or community setting, on the basis of their efforts to combat violence against women. They have been campaigning for multinational companies to be morally and legally responsible for any of their actions or omissions that deprive men and women of their fundamental rights. They have been mobilizing for universal access to primary education and to antiretroviral drugs to become fundamental rights rather than being considered as services dependent on charity or level of economic development.

- In some countries, civil society organizations have established monitoring programmes that document and verify information on attacks against defenders, identifying patterns of violations and abuses. They maintain databases on defenders, monitoring the risks that they face. They make visible the situation of defenders at risk in particular contexts, pressuring States to be accountable for their protection. Gender analysis should be integrated into human rights monitoring programmes, in particular, from the perspective of intersectionality. This would ensure that the specific experiences of women and transgender persons are, along with those of men, understood and incorporated into the design of protection measures.

- Gender-based violence, endemic even in peacetime and often amplified during conflict, can be committed against any persons because of their sex and socially constructed gender roles. While women, girls, lesbian, gay, bisexual and transgender persons, sexual minorities and gender-non-conforming individuals are the predominant targets, men and boys can also be victims of gender-based violence, including sexual violence stemming from socially determined roles and expectations. As noted by the Committee against Torture in its general comment No. 2 (2007) on the implementation of article 2 of the Convention, gender-based crimes can take the form of sexual violence, other forms of physical violence or mental torment.

- The right to freedom of opinion and expression is of crucial importance to the work of human rights defenders. Without this right defenders would not be able to perform their monitoring and advocacy work to promote and protect human rights. This right applies to both men and women promoting and protecting human rights, providing they accept and apply the principles of universality and non violence. In the case of women human rights defenders, States need to ensure that tradition, history, culture and religious attitudes are not used to justify violations of women's right to equality before the law and to the equal enjoyment of all rights.

- Not enough agricultural research and development efforts have focused on options that meet women's specific needs and situations related to childcare, food preparation, and the collection of domestic water and energy resources. New research based on gender-disaggregated data shed light on gender differences in perceptions on climate change and the ability to adopt practices and technologies needed to increase resilience. These data also show that men and women have different preferences, needs, and priorities for the ways in which they respond to climate change. There is also a greater need for using gender-disaggregated data to inform evidence-based policy making as well as integrating a gender perspective into research on climate change and mitigation and adaptation strategies.

- In all adaptation projects women should be granted access to the same level of technology and financing as men. This will help women change agricultural practices as well as preserve livelihoods during times of drought. Addressing issues of resource management and land ownership will also improve women's chances against climate change. Ultimately, communities must take a "bottom-up" approach in order to accurately understand local customs and to incorporate local knowledge; applying a model that relies upon opinions from international institutions or outside groups will not be as effective.

- Adaptation strategies are adjustments made to ecological, social or economic systems in response to actual or expected effects or impacts of climate change. In general, adaptation policies and measures need to be gender sensitive, taking into account women's lack of control and access to land, resources, transportation, information, technology, and ultimately decision-making. Data from several countries suggest that men and women have different needs, priorities, and preferences for adaptation and, indeed, men and women tend to report engaging in different adaptation strategies. Women tend to adopt certain practices more readily than men, including cover cropping with legumes to increase soil fertility and improve food security and feed management practices for livestock.

- In order for housing to be adequate, it must be affordable. The definition of what is affordable, however, is not gender-neutral and cannot be thought of as being the same for women and men. Throughout the world, the reality is that women on average earn less than men, accumulate less pension/superannuation support over a lifetime, and have less access to financial resources in general. In a world where housing is often accessed through markets and capital, what may be affordable for the average man may not be affordable for the average woman. In Europe, for example, Eurostat found a persisting gender pay gap of 17.5 per cent on average in 27 European Union Member States.

- While the design of housing can be gender-sensitive, most often it is not. Scholars interested in feminist architecture have argued that: Despite this relationship of women to the home, they have little control over the nature of their housing. Architects and planners are usually men and, in the case of local authority housing estates, not of the class of those who actually spend most of their time in the flats and houses they design. It is women who bear the brunt of high-rise flats, estates with no open play spaces, inadequate laundry facilities, noise, vandalism and bad access to shops and transport. Cramped kitchens, damp, thin walls, broken lifts, dark and dangerous stairways and the numerous other consequences of low cost building, make taking care of the home and rearing young children doubly difficult and time-consuming.

- States should guarantee the right of women to security of tenure, independent of their relationships with males or community members. States should adopt legislative and administrative measures to prohibit and eliminate discrimination against women in this respect by, inter alios, landlords, public housing providers and credit institutions. States should remove barriers to formal and substantive gender equality whether in laws, policies or programmes affecting tenure. The legal recognition and promotion of diverse tenure arrangements is crucial to removing barriers to tenure security for women, since, currently, they are much less likely than men to own land.

- Women comprise between 2 and 9 per cent of the prison population in 80 per cent of the world's prison systems. Although their numbers are increasing, their needs in detention often go unnoticed and unmet, as prisons and prison regimes are typically designed for men. However, women's unique experiences of prison, as well as the motivations for women's criminal behaviour and their pathways into criminal justice systems are often distinct from those of men (A/68/340). Different incarceration and treatment policies, services and even infrastructure are required to address women's distinct needs and ensure their protection.

- Historically, sport has often involved forms of "hegemonic masculinity": boys and men have frequently been enabled or encouraged to exhibit aggressive, violent or discriminatory behaviour in competitive sport, including sexism, misogyny, homophobia and transphobia. A welcome shift in this paradigm has occurred in a number of regions and countries where homophobia has decreased, where this has included the area of sports. Nevertheless, levels of homophobia, transphobia, and discrimination against intersex people remain high in most countries. Those who are perceived to fall outside dominant gender and heteronormative standards, including lesbian, gay, bisexual, transgender and intersex people, continue to face discriminatory treatment and restrictions in sport, including discrimination, harassment and violence, and a lack of safe and welcoming spaces for participation.

- Securing the right of women to participate in physical activity can improve women's health. Women experience certain health risks at higher rates than men at various points in their lifespan, which are mitigated by exercise. For example, regular weight-bearing exercise has been shown to reduce the incidence of osteoporosis, a bone disease experienced primarily by postmenopausal women. Risks of other illnesses suffered almost exclusively by women, such as breast cancer, can also be modified through the promotion of physical activity and healthy lifestyles.

- On the positive side, the design of housing itself can certainly encourage greater equality vis-à-vis enjoyment and use of domestic space. An example of new ways of thinking about domestic space from a gender perspective can be seen through the development of housing projects which seek to promote non-hierarchical and more flexible uses of the home. For example, creating personal workspaces inside the home can support women who are more likely to engage in home-based income-generating activities. Another interesting development which can be found in certain policies relates to the design of kitchens, a traditionally female space which is often cramped and separated. The design of housing from a gender-sensitive perspective can better promote family integration, as well as a more equitable sharing of household responsibilities between women and men through openness and shared use of spaces.

- Those responsible for large-scale development projects should pay particular attention to multiple grounds of discrimination, as the intersection of such grounds could lead to different and even more adverse effects among those affected by the projects (see general comment No. 20, on article 2 (2) of the International Covenant on Economic, Social and Cultural Rights). For example, women in a rural community are likely to experience the effects of such projects differently from men, and their economic and social status could aggravate this situation. Those defending women's rights face particular challenges and additional risks linked to the work that they do and the issues they face are challenging, which is why it is important that they be able to do their work without incurring retaliation of any sort.
