- Homelessness disproportionately affects particular groups, including women, young people, children, indigenous peoples, people with disabilities, migrants and refugees, the working poor, and lesbian, gay, bisexual and transgender people, each in different ways, but with common structural causes. These include: (a) the retreat by all levels of government from social protection and social housing and the privatization of services, infrastructure, housing and public space; (b) the abandonment of the social function of land and housing; (c) the failure to address growing inequalities in income, wealth and access to land and property; (d) the adoption of fiscal and development policies that support deregulation and real estate speculation and prevent the development of affordable housing options; and (e), in the face of urbanization, the marginalization and mistreatment of those who are most precariously housed in informal settlements, living in temporary overcrowded structures, without access to water, sanitation or other basic services and living under the constant threat of eviction.

- The Special Rapporteur thus urges all relevant stakeholders to think outside the "poverty paradigm" and incorporate all aspects of minority rights into strategies that address Roma disadvantage, including the protection and promotion of Roma identity, language and culture and the guarantee of dignity and equality. Such programmes should guarantee that the specific needs of Roma women, as well as Roma with disabilities, lesbian, gay, bisexual, transgender and intersex persons, young people and older persons are heard and addressed.

- Most families of street-connected children have experienced persistent discrimination, poverty and social exclusion. Street-connected children and young people face particular challenges, including the threat of being removed from their parents for neglect and put into orphanages or foster systems. Lesbian, gay, bisexual, transgender and intersex young people are overrepresented in homeless populations in some countries and face additional stigmatization and social exclusion from their families and communities, and are more vulnerable to violence and more likely to be turned away from shelters.

- The causes of homelessness vary among particular groups. Street-connected children come from families with a wide range of experiences, including death, dislocation, disease, isolation, poverty, mental illness, domestic violence, child abuse and drug use. Women are forced into homelessness because of violence, unequal access to land and property, unequal wages and other forms of discrimination. Persons with disabilities are made homeless by lack of work, livelihoods and accessible housing. Young people are often denied access to housing and services in cities if they do not have appropriate government-issued documentation or identity cards. Conflict results in massive displacement and migration, as has been evidenced clearly by the waves of refugees from countries such as Afghanistan, Eritrea, Iraq, Somalia and the Syrian Arab Republic escaping from conflict, widespread violence and insecurity.

- Homelessness among children and young people has reached critical proportions. Factors that push children into leaving home include parents' unemployment and poverty; family disintegration and parental abuse; parental drug and alcohol addictions; and being orphaned owing to HIV/AIDS, Ebola, armed conflict or natural disaster. Some families, unable to support children because of extreme poverty, abandon or send them to urban areas to work. Children raised in residential institutions often find themselves homeless when they reach the age at which institutional care ceases. Identified "pull" factors include "spatial freedom, financial independence, adventure, city glamour and street-based friendships or gangs".

Young persons, particularly young women, generally have great difficulties in finding initial employment. - We encourage each country to consider the implementation of green economy policies in the context of sustainable development and poverty eradication, in a manner that endeavours to drive sustained, inclusive and equitable economic growth and job creation, particularly for women, youth and the poor. In this respect, we note the importance of ensuring that workers are equipped with the necessary skills, including through education and capacity-building, and are provided with the necessary social and health protections. In this regard, we encourage all stakeholders, including business and industry, to contribute, as appropriate. We invite governments to improve knowledge and statistical capacity on job trends, developments and constraints and integrate relevant data into national statistics, with the support of relevant United Nations agencies within their mandates.

- Women's access to employment in the industry or the services sectors of the economy requires improved access to education for girls; and infrastructural and services investments that relieve women from part of the burden of the household chores that women shoulder disproportionately. Millennium Development Goal 1, on the eradication of extreme poverty and hunger, includes a target (1.B) to "achieve full and productive employment and decent work for all, including women and young people," an implicit recognition that women, due to discrimination and lack of educational opportunities, are generally disadvantaged in access to employment. In September 2010, Heads of State and Government at the High-level Plenary Meeting on the Millennium Development Goals pledged to invest in "infrastructure and labour-saving technologies, especially in rural areas, benefiting women and girls by reducing their burden of domestic activities, affording the opportunity for girls to attend school and women to engage in self-employment or participate in the labour market," as well as to remove "barriers and expanding support for girls' education through measures such as providing free primary education, a safe environment for schooling and financial assistance such as scholarships and cash transfer programmes".

- Some 6.3 million children under the 5 years of age died in 2013, mostly from preventable causes and treatable diseases. The rates of child mortality and morbidity have declined significantly in recent years as a result of global and national commitments to child survival. However, mortality rates remain unacceptably high, particularly among young children living in poverty and from marginalized groups in low-income countries.

- Special attention should be given to the situation and perspectives of youth. Young people living in marginalized environments in which there are high levels of unemployment and poverty and education dropout rates, may be vulnerable to recruitment by violent and radical groups. Some community projects working with young adults have been successful in locations where violence has taken place, including in Jos in Nigeria and Srebrenica in Bosnia and Herzegovina. Such projects help to build understanding between young people from different or conflict-affected communities and reduce the risk of their becoming part of the circle of violence.

- [Empowering children through education, skills and livelihood opportunities]: Evidence from armed conflicts suggests that there is a strong association between recruitment into armed forces or groups, on the one hand, and poverty and social disadvantage, on the other. Poverty, often combined with social exclusion, has been found to stir the frustration of young people and create incentives to join armed groups. In many post-conflict societies, young people have little choice but to remain unemployed or accept short-term and exploitative work. Accordingly, providing children and young people with alternatives through high-quality education, both formal and non-formal, and national programmes for job creation and income generation for young people should be top priorities in national prevention strategies. Food security and livelihood measures, tailored to the specific economic context, together with cultural and psychosocial support activities, can also contribute to preventing the recruitment and the rerecruitment of children.

- Low birth weight, lack of breastfeeding, undernutrition, overcrowded living conditions, indoor air pollution, unsafe drinking water and food and poor hygiene practices are the main immediate risk factors for pneumonia and diarrhoea. However, while such diseases are proximate causes of death and are duly reflected in statistics, poverty and inequalities are the root causes, or underlying social determinants. Poverty increases young children's exposure to risks such as poor nutrition, violence, inadequate sanitation, lower levels of maternal education, inadequate stimulation in the home, increased maternal stress and depression and, at the same time, limits access to health and other services. In 2013 the under-5 mortality rate in low-income countries was more than 12 times the average rate in high-income countries. There are also significant disparities in under-5 mortality and morbidity within countries, driven by poverty, gender and other inequalities. Low levels of literacy and poor access to education among women correlate strongly with high rates of under-5 mortality.
