- [States parties should further ensure rural women's rights to employment by:] Protecting the occupational health and safety of rural women by taking legislative and other measures to protect them against exposure to harmful chemicals. - [States parties should implement agricultural policies that support rural women farmers, recognize and protect the natural commons, promote organic farming and protect rural women from harmful pesticides and fertilizers. They should ensure that rural women have effective access to agricultural resources, including high-quality seeds, tools, knowledge and information, as well as equipment and resources for organic farming. In addition, States parties should:] Protect and conserve native and endemic plant species and varieties that are a source of food and medicine, and prevent patenting by national and transnational companies to the extent that it threatens the rights of rural women. States parties should prohibit contractual requirements on the mandatory purchase of seeds producing plants whose seeds are sterile ("terminator seeds"), which prevent rural women from saving fertile seeds;

- The construction of new roads, affordable public transport, low-cost electricity, solar and water energy for domestic purposes, and water and sanitation infrastructure are particularly crucial in this regard. In addition, States should increase construction of health care facilities and schools in underserved areas, as well as related infrastructure such as gender-segregated sanitation facilities. Where appropriate, village-level reforestation programmes and local rainwater harvesting schemes can also dramatically reduce the time women spend on water and fuel collection.

Compendium of good practices in the elimination of discrimination against women 2017, para. 107

- A key area of concern to the Working Group is the profound level of backlash against women’s human rights gains, which is on the rise both within States and in international spheres. In a climate of rising populism, xenophobia and fundamentalisms, long-established women’s human rights norms are being undermined, heightening the fragility of good practices in this context. In addition, a concurrent attack on women’s organizations, women’s human rights defenders and civil society movements — including feminist, environmental and human rights movements — creates an atmosphere in which these key actors are criminalized, de-funded and even killed, making the question of good practices moot. The Working Group emphasizes the importance of maintaining the autonomy of local and national movements and other civil society actors — including national human rights institutions, public interest lawyers and scholars — as an essential means of protecting and sustaining good practices. Backlashes within intergovernmental forums, as well as at the national level, must be challenged head-on by the international community.

- [Millions of people are being newly internally displaced every year as a result of conflict and violence. Disasters displace even more people and the effects of climate change will exacerbate this trend. Development-induced displacement is also on the rise. With international attention focused on camps of internally displaced persons, many other displaced remain invisible, because they stay with host families, are dispersed in urban areas or their existence is officially denied. Some vulnerable groups within the displaced population are also regularly overlooked. Host families and communities are often heavily affected by displacement, but they are often neglected. The Representative urges member States and humanitarian and development actors to expand their scope of action and recommends that they:] Pay greater attention to internally displaced persons with multiple layers of vulnerability and discrimination, especially elderly persons and those with disabilities, women heads of households and their children, and displaced persons belonging to ethnic minorities or indigenous peoples.
