- [The Commission urges governments, at all levels[...] to take the following actions:] [Strengthening implementation of legal and policy frameworks and accountability]: Take appropriate measures to address the root factors, including external factors, that contribute to trafficking in women and girls; prevent, combat and eliminate trafficking in women and girls by criminalizing all forms of trafficking in persons, in particular for the purpose of sexual and economic exploitation, as well as by strengthening existing civil and criminal legislation with a view to providing better protection of the rights of women and girls and by bringing to justice and punishing the offenders and intermediaries involved, including public officials, by protecting the rights of trafficked persons and preventing revictimization; take appropriate measures to ensure that identified victims of trafficking in persons are not penalized for having been trafficked; provide identified victims of trafficking appropriate protection and care, such as rehabilitation and reintegration in society, witness protection, job training, legal assistance, confidential health care and repatriation with the informed consent of the trafficked person, regardless of their participation in any legal proceeding; and accelerate public awareness, education and training to discourage the demand that fosters all forms of exploitation;

- There is wide consensus that education and training for girls and women, in particular, provides high social and economic returns and is a precondition for the empowerment of women. Education should be aimed at raising and promoting awareness of the rights of women as human rights. Governments, national, regional and international bodies, bilateral and multilateral donors and civil society, including non-governmental organizations, should continue to make special efforts to reduce the female illiteracy rate to at least half its 1990 level, with emphasis on rural, migrant and refugee women, internally displaced women and women with disabilities, in keeping with the Beijing Platform for Action.

All actors should join efforts by providing school feeding programmes, transport and boarding schools, when necessary. The contribution of non-governmental organizations to all fields of education and, in particular, to lifelong learning is of importance.

The education, training and lifelong learning of women should be mainstreamed in policies at all levels, in equal opportunity policies and in national human development plans, where they exist. National machinery for the advancement of women and policy makers in Government, employers' organizations, labour unions, non-governmental organizations and the private sector should collaborate to ensure that all policies are responsive to gender concerns and that women and their organizations participate in the policy-making process.

- Educational planners and policy makers should give renewed importance to education in mathematics, science and technology for girls and women. In order to develop the skills required, women need to have full access to education in science and technology at all levels, including the use of modern technologies such as information technology, to vocational training and to lifelong learning. Using a wide range of strategies and modalities, efforts should be made - for instance, through the development of information services and professional guidance for girls and women - to promote girls' and women's participation in fields where they are under- represented, such as science, engineering and technology, and to encourage them to participate actively in the development of new technologies, from design to application, monitoring and evaluation.

Teacher training is an essential component in the transmittal of gender-sensitive programmes for eliminating the differential behavioural expectations of girls and boys that reinforce the division of labour by gender. Techniques for improving teachers' capabilities to deliver gender-sensitive instruction need to be researched and widely disseminated in order to support the development of multicultural, gender-sensitive curricula in all areas of instruction.

- The Commission also recognizes that the difficult socio-economic conditions that exist in many developing countries, particularly the least developed countries, have resulted in the acceleration of the feminization of poverty and that in situations of poverty girl children are among those most affected. In this regard, the Commission stresses that achieving the Millennium Development Goals by 2015 and all other agreed development goals is a global effort and an essential element in improving the situation of girl children and ensuring their human rights. The Commission further recognizes that, as part of urgent national and international action required to eradicate poverty, investing in the development of girls is a priority in and of itself and has a multiplier effect, in particular on productivity, efficiency and sustained economic growth.

- The Commission on the Status of Women reaffirmed the Beijing Declaration and Platform for Action, which emphasized that without the active participation of women and the incorporation of women's perspectives at all levels of decision-making, the goals of equality, development and peace could not be achieved, and that women's equal participation was a necessary condition for women's and girls' interests to be taken into account and was needed in order to strengthen democracy and promote its proper functioning.

- [The Commission urges Governments, [...] to take the following actions [...]:] (gg) Reaffirm that the full realization of all human rights and fundamental freedoms for all is an essential element of the global response to the HIV/AIDS pandemic, and ensure that in all national policies and programmes designed to provide comprehensive HIV/AIDS prevention, treatment, care and support, particular attention and support is given to women and girls at risk of, infected with or affected by HIV/AIDS, including young and adolescent mothers, and recognize that, inter alia, preventing and reducing stigma and discrimination, eradicating poverty and mitigating the impact of underdevelopment are critical elements to achieve the internationally agreed goals in this regard;

The majority of women and girls do not fully enjoy their rights, in particular to education, the highest attainable standard of physical and mental health and social security, especially in developing countries. These inequalities begin early in life and render women and girls more vulnerable in the area of sexual and reproductive health, thus increasing their risk and vulnerability to HIV infection and their disproportionate suffering from the consequences of the HIV/AIDS epidemic.

- The Commission reaffirms that gender equality, the empowerment of women and girls and enjoyment of their human rights and the eradication of poverty are essential to economic and social development, including the achievement of all the Millennium Development Goals. The Commission notes the universal context of gender equality and recognizes that almost 15 years after the Millennium Development Goals were launched, no country has achieved equality for women and girls and significant levels of inequality between women and men persist, although the Goals are important in efforts to eradicate poverty and of key importance to the international community. The Commission reaffirms the vital role of women as agents of development and recognizes that gender equality and the empowerment of women must be achieved to realize the unfinished business of the Goals and accelerate sustainable development beyond 2015.

- The Commission notes that with regard to Millennium Development Goal 2 (achieving universal primary education), significant progress has been made in net primary school enrolments and towards eliminating gender disparity in primary education enrolment, but expresses concern that the heavy focus on numbers has resulted in less focus on completion, educational quality and learning outcomes. The Commission further notes the lack of progress in closing gender gaps in access to, retention in and completion of secondary education, which has been shown to contribute more strongly than primary school attendance to the achievement of gender equality, the empowerment of women, and the human rights of women and girls and several positive social and economic outcomes. The majority of youth lacking basic education are young women. Notwithstanding the progress made more needs to be done where progress remains uneven within groups and between countries to achieve the targets by 2015.

- The Commission notes that with regard to Millennium Development Goal 5 (improving maternal health), progress towards its two targets, to reduce maternal mortality and to achieve universal access to reproductive health, has been particularly slow and uneven, especially for the poorest and rural sectors of the population, within and across countries. It notes that the number of preventable maternal deaths continues to be unacceptably high and that adolescent girls face higher risks. It further expresses concern about the significant gaps in funding that remain and the magnitude of the unmet need for all sexual and reproductive health-care services, including emergency obstetric services and skilled attendance at delivery; safe and effective contraception, services for the complications of unsafe abortion and safe abortion where such services are permitted by national law; and prevention and treatment of sexually transmitted infections and HIV/AIDS, among others, through the primary health-care system with effective referral to higher levels of care. The Commission further notes continuing challenges to progress, including failure to protect and fulfil reproductive rights in accordance with the Programme of Action of the International Conference on Population and Development, the Beijing Platform for Action and the outcome documents of their review conferences, poor nutrition and heavy workloads for pregnant women.

- The Commission notes the growing body of evidence demonstrating that investing in women and girls has a multiplier effect on productivity, efficiency and sustained economic growth and that increasing women's economic empowerment is central to the achievement of the Millennium Development Goals and to the eradication of poverty, and recognizes that adequate resources need to be allocated at all levels, mechanisms and capacities need to be strengthened and gender-responsive policies need to be enhanced to fully utilize the multiplier effect.

- The Commission stresses that all States have the obligation, at all levels, to use all appropriate means of a legislative, political, economic, social and administrative nature in order to promote and protect all human rights and fundamental freedoms of women and girls, and must exercise due diligence to prevent, investigate, prosecute and punish the perpetrators of violence against women and girls and end impunity, and to provide protection as well as access to appropriate remedies for victims and survivors.
