- There is wide consensus that education and training for girls and women, in particular, provides high social and economic returns and is a precondition for the empowerment of women. Education should be aimed at raising and promoting awareness of the rights of women as human rights. Governments, national, regional and international bodies, bilateral and multilateral donors and civil society, including non-governmental organizations, should continue to make special efforts to reduce the female illiteracy rate to at least half its 1990 level, with emphasis on rural, migrant and refugee women, internally displaced women and women with disabilities, in keeping with the Beijing Platform for Action.

In order to develop the skills required, women need to have full access to education in science and technology at all levels, including the use of modern technologies such as information technology, to vocational training and to lifelong learning. Using a wide range of strategies and modalities, efforts should be made - for instance, through the development of information services and professional guidance for girls and women - to promote girls' and women's participation in fields where they are under- represented, such as science, engineering and technology, and to encourage them to participate actively in the development of new technologies, from design to application, monitoring and evaluation.

- There has been growing recognition that various types of discrimination do not always affect women and men in the same way. Moreover, gender discrimination may be intensified and facilitated by all other forms of discrimination. It has been increasingly recognized that without gender analysis of all forms of discrimination, including multiple forms of discrimination and, in particular, in this context, racial discrimination, xenophobia and related intolerance, violations of the human rights of women might escape detection and remedies to address racism may also fail to meet the needs of women and girls. It is also important that efforts to address gender discrimination incorporate approaches to the elimination of all forms of discrimination, including racial discrimination.

- The consistent efforts of the international community in promoting gender equality through the convening of world conferences on women are recalled. It should also be recalled that the Vienna Declaration and Programme of Action adopted by the World Conference on Human Rights, the Beijing Declaration and Platform for Action adopted at the Fourth World Conference on Women and the outcome document of the twenty-third special session of the General Assembly entitled “Women 2000: gender equality, development and peace for the twenty-first century”, emphasize that all human rights of women and of the girl child are an inalienable, integral and indivisible part of universal human rights. The Platform for Action reaffirms that all human rights — civil, cultural, economic, political and social, including the right to development, are universal, indivisible, interdependent and interrelated.

- The Commission further recognizes that progress on the Millennium Development Goals for women and girls has been limited owing to the lack of systematic gender mainstreaming and integration of gender perspective in the design, implementation, monitoring and evaluation of the Goals. The Commission also recognizes that effective gender-responsive monitoring of the Goals has been limited owing to a lack of investment in and the consistent collection and use of reliable, integrated gender indicators, statistics and data, disaggregated by sex, age, disability, location and other relevant factors, and that goals, targets and indicators, including gender-sensitive indicators, are valuable in measuring and accelerating progress and are enhanced by voluntarily sharing information, knowledge and experience. The Commission acknowledges in this regard the importance of civil registration systems and vital statistics.

- The Commission reiterates its concern over the challenge climate change poses to the achievement of sustainable development and that women and girls, who face inequality and discrimination, are often disproportionately affected by the impacts of climate change and other environmental issues, including, inter alia, desertification, deforestation, dust storms, natural disasters, persistent drought, extreme weather events, sea level rise, coastal erosion and ocean acidification. Furthermore, the Commission recognizes, in line with the Paris Agreement under the United Nations Framework Convention on Climate Change, that countries should, when taking action to address climate change, respect, promote, and consider gender equality and the empowerment of women and girls.

- To achieve sustainable and durable peace, the full and equal participation of women and girls and the integration of gender perspectives in all aspects of conflict prevention, management and conflict resolution and in post-conflict peace-building is essential. Yet women continue to be underrepresented in the processes, institutions and mechanisms dealing with these areas. Further effort is therefore needed to promote gender equality and ensure women's equal participation at all levels of decision-making in all relevant institutions. Further effort, including consideration of adequate resourcing, is also needed to build and consolidate the capacity of women and women's groups to participate fully in these processes as well as to promote understanding of the essential role of women. In this regard, the international community should use lessons learned from actual experience to identify and overcome barriers for achieving women's equal participation.

Significant opportunities for women's participation arise in the preparatory phase leading up to a peace agreement. The content of a peace agreement likewise offers significant scope for ensuring that the rights, concerns and priorities of women and girls are fully addressed. Finally, once a peace agreement has been concluded, its implementation should be pursued with explicit attention to women's full and equal participation and the goal of gender equality.

- The Commission also recognizes that the difficult socio-economic conditions that exist in many developing countries, particularly the least developed countries, have resulted in the acceleration of the feminization of poverty and that in situations of poverty girl children are among those most affected. In this regard, the Commission stresses that achieving the Millennium Development Goals by 2015 and all other agreed development goals is a global effort and an essential element in improving the situation of girl children and ensuring their human rights. The Commission further recognizes that, as part of urgent national and international action required to eradicate poverty, investing in the development of girls is a priority in and of itself and has a multiplier effect, in particular on productivity, efficiency and sustained economic growth.

- The Commission notes and expresses deep concern with regard to Millennium Development Goal 1 (eradicating extreme poverty and hunger), that poverty impedes women's empowerment and progress towards gender equality, and that the feminization of poverty persists, and recognizes that significant gender gaps in employment rates and wages persist. The Commission is concerned that owing to, inter alia, socioeconomic inequalities and persistent discrimination in labour markets, women are more likely than men to be in precarious, vulnerable, gender-stereotyped and low paying forms of employment; bear a disproportionate share of unpaid care work; be engaged in the informal economy; and have less access to full and productive employment and decent work, social protection and pensions, which increases their risk of poverty, relative to men, particularly if they are living in households without other adult earners. It further notes that discriminatory norms contribute to women's and girls' greater vulnerability to extreme poverty, food insecurity and malnutrition and that girls and older women each face different and particular challenges. The Commission notes that current poverty measures do not adequately reflect women's vulnerability to poverty, owing to inadequate data, inter alia, on income distribution within households. The Commission is further concerned that the targets on hunger also remain unmet, with adverse consequences for the health, livelihoods and well-being of women and girls. It notes the importance of food security and nutrition for achieving goal 1 and the need to address gender gaps in the fight against hunger, and recognizes that insufficient priority is given to addressing malnutrition in women and girls.

- The Commission is concerned that several critical issues related to gender equality and the empowerment of women were not adequately addressed by the Millennium Development Goals such as, inter alia: violence against women and girls; child, early and forced marriage; women's and girls' disproportionate share of unpaid work, particularly unpaid care work; women's access to decent work, the gender wage gap, employment in the informal sector, low-paid and gender-stereotyped work such as domestic and care work; women's equal access to, control and ownership of assets and productive resources, including land, energy and fuel, and women's inheritance rights; women's sexual and reproductive health, and reproductive rights in accordance with the Programme of Action of the International Conference on Population and Development, the Beijing Platform for Action and the outcome documents of their review conferences; universal health coverage; non-communicable diseases; accountability for violations of human rights of women and girls; and women's full and equal participation in decision-making at all levels. The Commission recognizes that unless all dimensions of gender inequality are addressed, gender equality, the empowerment of women and the realization of human rights of women and girls cannot be achieved.

- The Commission strongly condemns violence against women and girls in all its forms in public and private spaces, including harassment in the world of work, including sexual harassment, and sexual and gender-based violence, domestic violence, trafficking in persons and femicide, among others, as well as harmful practices such as child, early and forced marriage and female genital mutilation, and recognizes that these forms of violence are major impediments to the achievement of women's economic empowerment and their social and economic development, often resulting in, inter alia, absenteeism, missed promotions and job losses, thereby hampering women's ability to enter, advance and remain in the labour market and make contributions commensurate with their abilities, and also recognizes that such violence can impede economic independence and impose direct and indirect short- and long-term costs on society and individuals including, as relevant, lost economic output and the psychological and physical impact thereof, as well as expenses relating to health care, the legal sector, social welfare and specialized services, and further recognizes that women's economic autonomy can expand their options for leaving abusive relationships.

It notes with concern the lack of progress in closing gender gaps in access to, retention in and completion of secondary and tertiary education and emphasizes the importance of lifelong learning opportunities. It recognizes that new technologies, which are changing the structure of labour markets, provide new and different employment opportunities that require women and girls to acquire skills ranging from basic digital fluency to advanced technical skills in science, technology, engineering and mathematics and in information and communications technology.
