Paragraph text: Social protection constitutes an essential condition for social and economic development for all. In fact, effective national social protection systems can contribute to building inclusive societies and social cohesion by protecting individuals from social risk and deprivation. They are not only a powerful instrument for providing income security and reducing poverty and inequality, but play an important role in enhancing human potential, enabling individuals to access food, health care, education, employment and financial means.

Paragraph text: Sexual and reproductive health and rights entail a set of freedoms and entitlements. They encompass the right to have control over decisions concerning sexuality and reproduction without discrimination, coercion and violence, and the right to access a range of sexual and reproductive health facilities, services, goods and information. Sexual and reproductive health services include, inter alia, contraceptive counselling, information, education, communication and services; education and services for prenatal care, safe delivery and postnatal care; the prevention and appropriate treatment of infertility; safe abortion services; the prevention and treatment of sexually transmitted and reproductive tract infections; and sexual and reproductive health information, education and counselling (see A/CONF.171/13/Rev.1, chap. VII).

Paragraph text: Inclusive development is essential to ensure that all marginalized and excluded groups participate effectively in development processes. Many people around the world are excluded from the benefits of and prevented from contributing to development because of their age, sex, sexual orientation, race, colour, religion, national or ethnic origin, poverty, disability or other status. The consequences of such exclusion are deepening inequalities across and within countries: around 80 per cent of the world's population has only 6 per cent of the world's wealth, while the richest 1 per cent is likely to have more than 50 per cent in 2016. As Amartya Sen wrote, an important goal of development should be to ensure that everyone enjoys their rights to achieve the capacity and opportunity to be a full member of society. Development should be broad-based enough to benefit all people, as a means both to enhance people's capabilities and choices and to build overall more inclusive, equitable and sustainable societies that promote and protect people's rights.
