- 3. In respect of any member State which subsequently expresses its consent to be bound by this Charter, it shall enter into force on the first day of the month following the expiration of a period of one month after the date of the deposit of the instrument of ratification, acceptance or approval.

- 1. This Charter shall be open for signature by the member States of the Council of Europe. It shall be subject to ratification, acceptance or approval. Instruments of ratification, acceptance or approval shall be deposited with the Secretary General of the Council of Europe.

- The Parties accept as the aim of their policy, to be pursued by all appropriate means both national and international in character, the attainment of conditions in which the following rights and principles may be effectively realised: 18. The nationals of any one of the Parties have the right to engage in any gainful occupation in the territory of any one of the others on a footing of equality with the nationals of the latter, subject to restrictions based on cogent economic or social reasons.

- The Secretary General of the Council of Europe shall notify all the member States of the Council of Europe of: a. any signature; b. the deposit of any instrument of ratification, acceptance or approval; c. any date of entry into force of this Protocol in accordance with Articles 6 and 9; d. any other act, notification or declaration relating to this Protocol. In witness whereof the undersigned, being duly authorised thereto, have signed this Protocol. Done at Strasbourg, this 22nd day of November 1984, in English and French, both texts being equally authentic, in a single copy which shall be deposited in the archives of the Council of Europe. The Secretary General of the Council of Europe shall transmit certified copies to each member State of the Council of Europe.

- 4. The Secretary General of the Council of Europe shall notify the member States of the Council of: a. any signature without reservation in respect of ratification or acceptance; b. any signature with reservation in respect of ratification or acceptance; c. the deposit of any instrument of ratification or acceptance; d. the date of entry into force of this Protocol in accordance with paragraph 2 of this article. In witness whereof, the undersigned, being duly authorised thereto, have signed this Protocol. Done at Strasbourg, this 6th day of May 1963, in English and in French, both texts being equally authoritative, in a single copy which shall remain deposited in the archives of the Council of Europe. The Secretary General shall transmit certified copies to each of the signatory States.
