- The sources of threats, death threats, killings, attempted killings and physical attacks are generally unknown or unidentified, although it has been reported that they are individuals or groups who are in some way affected or linked to those affected by the work carried out by the defenders they target. In this regard, paramilitary and other armed groups, particularly in the Colombian context, are often the source of killings and death threats, which may target large swathes of civil society, often accompanied by the stigmatization of the work defenders do and declaring them to be "military targets". In a few instances in the Americas, law enforcement or military officials were also identified as the perpetrators of killings, threats and death threats. In such cases, the women defenders in question were generally working on issues related to impunity for alleged violations carried out by State agents. Similarly, in Europe, the perpetrators of killings remain unknown; those responsible for threats and attacks were occasionally alleged to be State agents and, in some instances, far-right political extremists and religious groups.

- During the 2004-2009 period, the mandate sent some 29 communications regarding threats and death threats against this group of defenders in sub-Saharan African countries. Half of these communications concerned those working in the Democratic Republic of the Congo. In this context, those regularly targeted included members of organizations working on women's rights issues, particularly impunity for sexual and other forms of violence against women in the context of the armed conflict, and their family members, along with wives and other female family members of male human rights defenders. The threats delivered included numerous death threats and often accompanied attacks or break-ins at the home of the defender in question. The sources of such threats were often armed individuals and members of the armed groups party to the conflict in the Democratic Republic of the Congo, including State forces and police. A similar pattern of threats against defenders working on women's rights, albeit less frequently reported, was notable in Zimbabwe, primarily women's rights defenders. Other communications were also sent to the Central African Republic, Kenya and Uganda.

- In the Europe and Central Asia region, six communications were sent to Governments during the period, of which two were sent to the Russian Federation. An important distinction from other regions was that a majority of the victims were women (four out of six). One case involved a male victim and, in another, the sex of the victim(s) was not reported. Also in contrast to other regions, the majority of alleged violations in Europe and Central Asia consisted of raids on and searches of offices, confiscation of materials, surveillance of defenders' activities and their organizations' offices and lengthy interrogations, and even refusal to allow defenders to travel abroad. There were also alleged violations of youth and students' physical integrity, including physical assaults, excessive use of force during demonstrations and arbitrary detention. There was one case involving violations of psychological integrity and one case of criminalization of defenders' activities following peaceful protests. One case involved violations of a judicial nature, more specifically prison sentences. In five of the cases, State actors were the alleged perpetrators, notably police, while non-State actors were the alleged perpetrators in one case.

- The Special Rapporteur set up consultations with women defenders during each of his country visits. In total, over 15 meetings and consultations were held between June 2014 and January 2017 with the active support of women's rights organizations such as JASS (Just Associates) and the Association for Women's Rights in Development. While some may have found it difficult to appreciate the relevance of these exchanges, the feedback that the Special Rapporteur has received from participants has convinced him of the need to maintain this practice so that women defenders can express themselves independently of the representations made, often unconsciously, by some of their male counterparts. The Special Rapporteur therefore wishes to continue that process and make it part of all future field trips. According to JASS (Just Associates): In a context in which women defenders see their political participation threatened by a resurgence of violence and discrimination, the work of the Special Rapporteur Michel Forst has been essential in protecting and recognizing the critical contribution made by such women to the struggle for justice, equality and peace. The consultations held in different regions of the world and the communications issued by the mandate holder have helped to give a voice to hundreds of women defenders and women's rights organizations that are at risk. These consultations have also made it possible to identify the specific risks faced by women defenders and have promoted the establishment of protection mechanisms that incorporate a gender perspective.

- At each of the consultations, women defenders reminded participants that being a woman human rights defender meant being exposed to threats both because of their status as women and because they strove to defend and promote human rights. While they are attacked just like other defenders, those acts of violence are often gender-based. The threat or use of sexual violence is commonplace in numerous countries. Women defenders very often work in countries in which the dominant discourse still confines women to the private sphere and it is often in that regard that they come under attack. They are the object of particularly virulent harassment, defamation and stigmatization campaigns on the Internet, in which their respectability and credibility as a woman defender, women, mother, or citizen are derided.

- In addition, digital communications are also now being used to hamper the work of defenders. The Internet and, more broadly, new technology, which until recently provided a formidable tool for voicing opinions, accessing information, and forging networks of individuals and organizations, are today being used by States to monitor and curb the work of defenders. That is particularly worrying, given that numerous defenders use the Internet on a daily basis to promote and protect human rights, thereby exposing themselves to multiple threats. Defenders in Africa, Latin America, the Middle East and Asia have reported instances of harassment and defamation campaigns against social networks and blogs. E-mails are also intercepted and telephone calls recorded. Several women defenders have described how pirated pornographic images purporting to depict them have been disseminated on certain social media, in a serious attack on their dignity.

- For several years, human rights defenders have been mobilizing for the protection promised by the Universal Declaration of Human Rights to be extended to the new threats hanging over human dignity. In this context they have been advocating for the protection of rights also to be guaranteed in the home or community setting, on the basis of their efforts to combat violence against women. They have been campaigning for multinational companies to be morally and legally responsible for any of their actions or omissions that deprive men and women of their fundamental rights. They have been mobilizing for universal access to primary education and to antiretroviral drugs to become fundamental rights rather than being considered as services dependent on charity or level of economic development.

- Over half of the communications sent (31) were addressed to Governments in Asia, among which 14 were sent to the Islamic Republic of Iran, five were sent to China, and three to the Philippines. Nineteen of the cases concerned men as victims, while five reported women as victims and five related to victims of both sexes. The sex of the victim(s) was not reported in two cases. Allegations of violations against youth and students in Asia were for the most part related to physical integrity, which was mentioned in 26 cases. Alleged violations included killings, enforced disappearances, arbitrary detention, physical attacks and forced labour. Eight cases were judicial in nature, including criminalization of the activities of human rights defenders, arrests, prison sentences and concerns about due process, including under anti-terrorism legislation.

- In certain cultural and social contexts, issues relating to rape and sexual abuse of women remain taboo. Women working on such issues, including victims thereof seeking redress, organizations representing victims or granting them shelter, and organizations working with sex workers, among others, often face a hostile response from both society and State as a result of their work. In this connection, 19 communications were sent regarding defenders working on issues related to sexual abuse, rape, and prostitution. Of these, six detailed alleged violations against rape victims seeking redress or publicizing the issue, or their lawyers and two being sent to Pakistan, while others were sent to India, Egypt, Saudi Arabia and Guatemala. The alleged violations in these cases included an arrest, threats, harassment, and a travel ban.

- Outside of the Americas, 2009 saw an alarming rise in comparison to previous years in the number of allegations received regarding murders of women human rights defenders and those working on women's rights or gender issues in the Russian Federation: four communications regarding alleged killings were sent in 2009. In this context, those targeted were often working on human rights in Chechnya and the North Caucasus generally, along with journalists.
