- A one-size-fits-all programmatic approach is insufficient for combating gender-based violence. Violence results from a complex interplay of individual, family, community and social factors - and, even though all women are at risk for violence in every society in the world, not all women are equally vulnerable to acts and structures of violence. A holistic approach for the elimination of all forms of violence against all women requires addressing systematic discrimination and marginalization through the adoption of measures that address inequality and discrimination among women, and between women and men. The United Nations human rights treaties, declarations and mechanisms provide the institutional framework within which Governments, non-State actors, and local activists can promote a holistic response to identifying, preventing, and ultimately ending, all forms of violence against women. The fight for the human rights of women remains a collective endeavour in which we should jointly take action to ensure their full enjoyment by every woman and girl worldwide.

- Regional cooperation instruments and plans of action should promote the ratification of international human rights law instruments, including the Palermo Protocol. Multi-stakeholder initiatives should ensure that specialized services address gender concerns and that services are offered to both men and women. - [The Human Rights Council should:] Consider abbreviating the title of the mandate by removing the specific reference to women and children. While that reference is part of the title of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children, it may deflect attention from the reality that trafficking is a problem affecting men as well as women and children. However, the substance of the mandate as set out in Human Rights Council resolution 8/12: "to promote the prevention of trafficking in persons in all its forms and the adoption of measures to uphold and protect the human rights of victims" has proved to be a sound one that requires no substantial modifications.

- In considering the place of women in family life, the Committee wishes to stress that the provisions of General recommendation 19 (Eleventh session) concerning violence against women have great significance for women's abilities to enjoy rights and freedoms on an equal basis with men. States parties are urged to comply with that general recommendation to ensure that, in both public and family life, women will be free of the gender-based violence that so seriously impedes their rights and freedoms as individuals.
