The United Nations Global Counter-Terrorism Strategy:
seventh review
The General Assembly,
Reaffirming the United Nations Global Counter-Terrorism Strategy, contained
in its resolution 60/288 of 8 September 2006, recalling its resolution 72/284 of
26 June 2018, which called for, inter alia, an examination of the report of the
Secretary-General on the progress made in the implementation of the Strategy and of
the implementation of the Strategy by Member States and for consideration to be
given to updating the Strategy to respond to changes, and recalling also its decision
74/556 of 20 May 2020, in which it postponed the review to its seventy-fifth session,
considering the unprecedented technical and logistical challenges posed by the
coronavirus disease (COVID-19) pandemic,
Recalling the pivotal role of the General Assembly in following up the
implementation and the updating of the Strategy, and convinced that the Assembly is
the competent organ, with universal membership, to address the issue of internationa l
terrorism,
Renewing its unwavering commitment to strengthening international
cooperation to prevent and combat terrorism in all its forms and manifestations, and
reaffirming that any acts of terrorism are criminal and unjustifiable, regardless of their
motivation, wherever, whenever and by whomsoever committed,
Condemning in the strongest terms terrorism in all its forms and manifestations,
and all terrorist acts, including those on the basis of xenophobia, racism and other
forms of intolerance, or in the name of religion or belief, recognizing the commitment
of all religions to peace, and determined to condemn violent extremism conducive to
terrorism and incitement to commit terrorist acts which spread hate and threaten lives,
also reaffirming that terrorism and violent extremism conducive to terrorism cannot
