A/RES/49/248 Page 3 3. Urges all Member States to make every possible effort to ensure the payment of their assessed contributions to the Force promptly and in full; 4. Endorses the observations and recommendations contained in the reports of the Advisory Committee on Administrative and Budgetary Questions; 2/ 5. Requests the Secretary-General to take all necessary action to ensure that the Force is administered with a maximum of efficiency and economy; 6. Decides to utilize the Special Account established by General Assembly resolution 46/233 for the recording of income and expenditures relating to the United Nations Protection Force, the United Nations Confidence-Restoration Operation in Croatia, the United Nations Preventive Deployment Force and United Nations Peace Forces headquarters; 7. Also decides to appropriate to the Special Account referred to in paragraph 6 above the amount of 404,194,500 dollars gross (401,106,600 dollars net) for the period from 1 April to 30 June 1995, authorized and apportioned under the terms of General Assembly resolution 49/228; 8. Further decides to appropriate to the Special Account a total amount of 673,657,500 dollars gross (668,511,000 dollars net) for the operation of the Force for the period from 1 July to 30 November 1995; 9. Decides, as an ad hoc arrangement, to apportion the amount of 673,657,500 dollars gross (668,511,000 dollars net) for the period from 1 July to 30 November 1995 among Member States in accordance with the composition of groups set out in paragraphs 3 and 4 of General Assembly resolution 43/232 of 1 March 1989, as adjusted by the Assembly in its resolutions 44/192 B of 21 December 1989, 45/269 of 27 August 1991, 46/198 A of 20 December 1991 and 47/218 A of 23 December 1992 and its decision 48/472 A of 23 December 1993, and taking into account the scale of assessments for the year 1995 as set out in Assembly resolution 49/19 B of 23 December 1994; 10. Also decides that, in accordance with the provisions of its resolution 973 (X) of 15 December 1955, there shall be set off against the apportionment among Member States, as provided for in paragraph 9 above, their respective share in the Tax Equalization Fund of the estimated staff assessment income of 5,146,500 dollars approved for the Force for the period from 1 July to 30 November 1995, inclusive; 11. Takes note of the fact that the Secretary-General has estimated that an overall level of resources for the reinforcement of the Force with a rapid reaction capacity, not to exceed 297,112,600 dollars gross (275,290,800 dollars net), will be required for the period from 1 July to 31 December 1995 and that the General Assembly will carry out a detailed consideration of all reports of the Secretary-General 1/ at its fiftieth session; 12. Decides, in the context of section IV, paragraph 3, of resolution 49/233 A of 23 December 1994, to authorize the Secretary-General to enter into commitments for the reinforcement of the Force with a rapid reaction capacity, up to the amount of 100 million dollars gross (99,569,800 dollars net) for the period from 1 July to 30 November 1995; 13.
