Human rights and a culture of peace The Human Rights Council, Guided by the purposes and principles of the Charter of the United Nations, Recalling the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights and all other relevant international human rights conventions and instruments, Recalling also the Vienna Declaration and Programme of Action, the United Nations Millennium Declaration, the 2030 Agenda for Sustainable Development, the Beijing Declaration and Platform for Action, the Durban Declaration and Programme of Action and other relevant United Nations declarations, Recalling further General Assembly resolution 53/243 of 6 October 1999 on the Declaration and Programme of Action on a Culture of Peace, other relevant Assembly resolutions, in particular resolutions 77/32 of 6 December 2022 on the International Year of Dialogue as a Guarantee of Peace, 2023, and 77/296 of 14 June 2023 on follow-up to the Declaration and Programme of Action on a Culture of Peace, and all other relevant United Nations resolutions, Recalling General Assembly resolution 71/189 of 19 December 2016 on the Declaration on the Right to Peace, and all other previous resolutions on the right to peace adopted by the Assembly, the Commission on Human Rights and the Human Rights Council, Recalling also the Declaration on the Right to Development, in particular articles 5 and 7 thereof, adopted by the General Assembly in its resolution 41/128 of 4 December 1986, Recalling further the various General Assembly High-level Forums on the Culture of Peace, convened by Presidents of the Assembly, as well as the work of the Assembly in implementing the Programme of Action on a Culture of Peace, Recalling General Assembly resolution 66/137 of 19 December 2011 on the United Nations Declaration on Human Rights Education and Training, and Assembly resolution 72/130 of 8 December 2017, in which the Assembly declared 16 May as the International Day of Living Together in Peace, GE.24-06309 (E)
