The role of Ombudsman and mediator institutions in the
promotion and protection of human rights, good governance and
the rule of law
The General Assembly,
Reaffirming its commitment to the purposes and principles of the Charter of the
United Nations and the Universal Declaration of Human Rights, 1
Recalling the Vienna Declaration and Programme of Action adopted by the
World Conference on Human Rights on 25 June 1993, 2 in which the Conference
reaffirmed the important and constructive role played by national institutions for the
promotion and protection of human rights,
Reaffirming its resolutions 65/207 of 21 December 2010, 67/163 of
20 December 2012, 69/168 of 18 December 2014, 71/200 of 19 December 2016 and
72/186 of 19 December 2017 on the role of the Ombudsman and mediator institutions
in the promotion and protection of human rights,
Recalling the principles relating to the status of national institutions for the
promotion and protection of human rights (the Paris Principles), welcomed by the
General Assembly in its resolution 48/134 of 20 December 1993 and annexed thereto,
Acknowledging the principles on the protection and promotion of the
Ombudsman institution (the Venice Principles),
