The first sentence should read
Although the exact number of children 1 living in internal displacement worldwide is
unknown, at least 17 million 2 were estimated to have been displaced worldwide by
conflict and violence within their own countries by the end of 2018.

the age of 18 years unless, under the law applicable to the child, majority is attained earlier.
