Noting that in its decision 3/COP.14, 2 the Conference of the Parties to the Convention invited parties that have committed to voluntary land degradation neutrality targets to implement measures to accelerate the achievement thereof, by, inter alia, creating an enabling environment for the achievement of land degradation neutrality, including the responsible governance of land and tenure security, the engagement of stakeholders and the improved access of smallholders to advisory and financial services,
