17. Recommends that Member States adopt multisectoral crime prevention policies and programmes for youth, taking into consideration their varying needs, and safeguard their well-being, recognizing that youth may face specific challenges and risk factors that make them particularly vulnerable to crime, all forms of viol ence, terrorism and victimization;
