The negative impact of unilateral coercive measures on the enjoyment
of human rights
The Human Rights Council,
Recalling the purposes and principles of the Charter of the United Nations,
Recalling also all previous resolutions on human rights and unilateral coercive
measures adopted by the Commission on Human Rights, the Human Rights Council and the
General Assembly,
Recalling further Human Rights Council resolutions 46/5 of 23 March 2021, 49/6 of
31 March 2022 and 52/13 of 3 April 2023 and General Assembly resolutions 76/171 of 16
December 2021, 77/214 of 15 December 2022 and 78/202 of 19 December 2023,
Welcoming General Assembly resolution 70/1 of 25 September 2015, entitled
“Transforming our world: the 2030 Agenda for Sustainable Development”, in which all
States are strongly urged to refrain from promulgating and applying any unilateral economic,
financial or trade measures not in accordance with international law and the Charter that
impede the full achievement of economic and social development, particularly in least
developed and developing countries,
Recalling Human Rights Council resolutions 46/14 of 23 March 2021 and 49/25 of 1
April 2022, on ensuring equitable, affordable, timely and universal access for all countries to
vaccines in response to the coronavirus disease (COVID-19) pandemic, in which the Council
expressed deep concern about the negative impact of the COVID-19 pandemic on the
enjoyment of human rights around the world, and emphasized the importance of human rights
in shaping the response to and inclusive recovery from the pandemic,
Recalling also Human Rights Council resolution 27/21 of 26 September 2014 and the
corrigendum thereto, in which the Council decided to organize a biennial panel discussion
on the issue of unilateral coercive measures and human rights,
Taking note of the summary report of the Office of the United Nations High
Commissioner for Human Rights on the biennial panel discussion on unilateral coercive
