4. Calls upon Member States, with the support of development partners, to provide universal access to existing life-saving tools for the prevention, diagnosis and treatment of malaria, in particular to the package of core interventions recommended by the World Health Organization, 11 and to ensure equity in access to health services for all people at risk of contracting malaria, especially for the most vulnerable and hard-to-reach populations, including by strengthening cross- collaboration; 12
