[Stresses that States have an affirmative duty to promote and protect the human rights and fundamental freedoms of women and girls and must exercise due diligence to prevent, investigate and punish all acts of violence against women and girls, and calls upon States:] To accelerate their efforts towards the full and effective implementation of the Beijing Declaration and Platform for Action adopted by the Fourth World Conference on Women and the outcome of the twenty third special session of the General Assembly, entitled "Women 2000: gender equality, development and peace for the twenty first century";
