- [Stresses that States have an affirmative duty to promote and protect the human rights and fundamental freedoms of women and girls and must exercise due diligence to prevent, investigate and punish all acts of violence against women and girls, and calls upon States:] To encourage and support men and boys to take an active part in the prevention and elimination of all forms of violence, and especially gender-based violence, including in the context of HIV/AIDS, and to increase awareness of men's and boys' responsibility in ending the cycle of violence, inter alia through the promotion of attitudinal and behavioural change, integrated education and training that prioritize the safety of women and children, prosecution and rehabilitation of perpetrators, and support for survivors;
