[Calls upon all States to include, within the overall context of policies and programmes for the realization of the rights of the child, for all children within their jurisdiction, the relevant provisions for the realization of these rights for children with disabilities, in particular:] To adopt, implement and/or strengthen appropriate policies aimed at ensuring the right to an adequate standard of living for children with disabilities and their families, along with equal access to quality and affordable services, especially health, nutrition, education, welfare, social protection, safe drinking water, sanitation and other services that are essential for the child's well-being, and, in this regard, to pay particular attention to the most vulnerable children with disabilities and to those living under especially difficult circumstances;
