Encourages States, as appropriate, in the context of HIV prevention, treatment, care and support, to ensure education and training for health workers on non-discrimination, informed consent, confidentiality and the duty to provide treatment, and to ensure education and training for police and other law enforcement officials on non-discrimination and non-harassment, so as to allow outreach and other service activities;
