Reiterates that voluntary repatriation, where and when feasible, remains the preferred solution in the majority of refugee situations; requests States, UNHCR and other appropriate United Nations entities and the international community to cooperate in the creation of conditions which would enable the promotion of voluntary repatriation; and stresses the need for voluntary repatriation to occur in and to conditions of safety and dignity;
