As noted above, authority over laws, programmes and services necessary to the implementation of the right to adequate housing is often spread among various levels of government and other actors. During her mandate, the Rapporteur will assess, in the context of the wide range of systems of government, how all levels of government can work effectively together to implement the State's housing rights obligations. She will also endeavour to provide guidance to enhance the capacity of subnational governments to deal with the components of the right to adequate housing that fall within their authority.
