Oceans and the law of the sea A/RES/74/19 Capacity Development and, in particular, its invitation to the Group of Experts in its decision IOC-XXX/11.1 to continue the assessment of the capacity development needs of the Intergovernmental Oceanographic Commission member States and to prepare a proposal for the development of an Intergovernmental Oceanographic Commission Clearing House Mechanism for the Transfer of Marine Technology, including analysis of the possibility of expanding the c learing house mechanism to respond to other requirements; 42. Calls upon States to continue to assist developing States, and especially the least developed countries and small island developing States, as well as coastal African States, at the bilateral and, where appropriate, multilateral levels, in the preparation of submissions to the Commission regarding the establishment of the outer limits of the continental shelf beyond 200 nautical miles, including the assessment of the nature and extent of the continental shelf of a coastal State, and recalls that coastal States can make requests to the Commission for scientific and technical advice in the preparation of data for their submissions, in accordance with article 3 of annex II to the Convention; 43. Recognizes the importance of the trust fund established pursuant to resolution 55/7 for the purpose of facilitating the preparation of submissions to the Commission for developing States, in particular the least developed countries and small island developing States, and compliance with article 76 of the Convention, and for the purpose of providing assistance to developing States to meet the travel and daily subsistence allowance costs associated with meeting with the Commission when their submissions are being examined and upon the invitation of the Commission, 30 in accordance with paragraph 31 of the terms of reference, guidelines and rules of the trust fund , and also recognizes the need for assistance in the preparation of additional information with respect to submissions and revised or new submissions and in maintaining critical capacity during the period from the submission by a coastal developing State of the particulars of the outer limits of its continental shelf beyond 200 nautical miles to the Commission up to the final stages of its examination by the Commission; 44. Calls upon the Division to continue to disseminate information on relevant procedures related to the trust fund established for the purpose of facilitating the preparation of submissions to the Commission and to continue its dialogue with potential beneficiaries with a view to providing financial support to developing countries for activities to facilitate their submissions in accordance with the requirements of article 76 of the Convention and with the Rules of Procedure 31 and the Scientific and Technical Guidelines of the Commission; 32 45. Requests the Secretary-General, in cooperation with States and relevant international organizations and institutions, to continue to support training and other activities to assist developing States in the preparation and presentat ion of their submissions to the Commission; 46. Recognizes with appreciation the contribution of the Division to capacitybuilding activities at the national and regional levels, in particular the work of the Division in promoting wider appreciation of the Convention and in assisting with its implementation, through the provision of information, advice and assistance to States and intergovernmental organizations, as well as the support of the Division for Member State implementation of the relevant parts of the 2030 Agenda for Sustainable Development; 8 __________________ 30 31 32 19-21313 See resolution 70/235, para. 37.
