In this regard, the Special Rapporteur reminds States of their obligations to respect, protect and fulfil the right of citizen journalists to seek, receive and impart information and ideas of all kinds without fearing for their security (see section III.B above). Should they find themselves in situations of armed conflict, citizen journalists are also protected under international humanitarian law as civilians, in addition to the provisions under international human rights law.
