64/290. The right to education in emergency situations
The General Assembly,
Reaffirming that everyone shall enjoy the human right to education, and
recalling in that regard the Universal Declaration of Human Rights, 1 the
International Covenant on Economic, Social and Cultural Rights, 2 the 1951
Convention relating to the Status of Refugees, 3 the Geneva Convention relative to
the Protection of Civilian Persons in Time of War of 12 August 1949, 4 the
Convention on the Elimination of All Forms of Discrimination against Women, 5 the
International Convention on the Elimination of All Forms of Racial Discrimination, 6
the Convention on the Rights of the Child 7 and the Convention on the Rights of
Persons with Disabilities, 8

Recalling all relevant United Nations resolutions related to the right to
education in emergency situations, 9

Recalling also that, in the United Nations Millennium Declaration, 10 it was
resolved that children everywhere, boys and girls alike, would be able to complete a
full course of primary schooling and that girls and boys would have equal access to
all levels of education by 2015,
