59/257. Cooperation between the United Nations and the
Organization of American States
The General Assembly,
Recalling that the purposes of the United Nations are, inter alia, to achieve
international cooperation in solving international problems of an economic, social,
cultural or humanitarian character and in promoting and encouraging respect for
human rights and fundamental freedoms, and to be a centre for harmonizing the
actions of nations in the attainment of these common ends,
Recalling also that the Charter of the Organization of American States
reaffirms these purposes and principles and provides that that organization is a
regional agency under the terms of the Charter of the United Nations,
Recalling further that both organizations seek, inter alia, to promote social
advancement, improve the standards of living of peoples, particularly in developing
countries, and promote the protection of all human rights and fundamental
freedoms,
Recalling its resolution 57/157 of 16 December 2002 on promoting
cooperation between the United Nations and the Organization of American States,
Aware that the United Nations and the Organization of American States signed
a memorandum of understanding on 3 November 2004 concerning the provision of
assistance for the planning, organization and monitoring of the elections in Haiti,
Recalling that one of the common goals of the two organizations is to combat
corruption and impunity, and noting that the Inter-American Convention against
Corruption 1 is a pioneering international instrument in that field,
Recalling also the fifth high-level meeting between the Secretary-General and
heads of regional organizations, held in New York on 29 and 30 July 2003 to review
the new threats to international peace and security, including international terrorism,
civil and international conflicts, the proliferation of weapons of mass destruction,
poverty, organized crime and violations of human rights, which demonstrated the
need for greater synergy in the efforts made by the two organizations,
