The challenge now is to ensure that there is a silver lining to that incident. The Bank needs to elaborate a nuanced policy which will avoid such incidents in the future; eschew sanctions of that type except in the most extreme and predefined situations; and develop a range of policies that can promote respect for human rights in a constructive manner consistent with its overall policy objectives and its mandate.
