Penitentiary system, security and justice: enhancement of technical
cooperation and capacity-building to protect human rights in Honduras
The Human Rights Council,
Guided by the principles and purposes of the Charter of the United Nations and the
Universal Declaration of Human Rights,
Guided also by the International Covenant on Civil and Political Rights, the
International Covenant on Economic, Social and Cultural Rights, the Convention against
Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and the Optional
Protocol thereto, the Convention on the Elimination of All Forms of Discrimination against
Women, the Convention on the Rights of the Child, the International Convention on the
Elimination of All Forms of Racial Discrimination, the International Convention for the
Protection of All Persons from Enforced Disappearance, the Convention on the Rights of
Persons with Disabilities and other relevant international human rights instruments and
conventions,
Stressing that the responsibility to respect and protect human rights lies with States,
Recalling all relevant Human Rights Council resolutions on the enhancement of
technical cooperation and capacity-building in the field of human rights,
Reaffirming the United Nations Standard Minimum Rules for the Treatment of
Prisoners (the Nelson Mandela Rules), the United Nations Rules for the Treatment of Women
Prisoners and Non-custodial Measures for Women Offenders (the Bangkok Rules), the
United Nations Standard Minimum Rules for the Administration of Juvenile Justice (the
Beijing Rules) and the United Nations Rules for the Protection of Juveniles Deprived of their
Liberty,
Considering the report of the United Nations High Commissioner for Human Rights
on the situation of human right in Honduras, covering the period from 1 January to 31
December 2022, which was presented to the Human Rights Council at its fifty-second
session,1
Recognizing that the High Commissioner established a permanent office in Honduras
in 2015 with a mandate to provide technical assistance to the national authorities and to
monitor the evolution of the situation of human rights in the country,
