Urges States parties to take all appropriate measures for the implementation of the rights recognized in the Convention by, inter alia, putting in place effective national legislation, policies and action plans, by strengthening relevant governmental structures for children and by ensuring adequate and systematic training in the rights of the child for professional groups working with and for children;
