Recognizes that all children with disabilities should have full enjoyment of their human rights and fundamental freedoms on an equal basis with other children, as enshrined in the Convention on the Rights of the Child and the Convention on the Rights of Persons with Disabilities, reaffirms paragraphs 31 to 45 of its resolution 66/141, and urges all States to implement the measures set out in paragraph 43 of the same resolution;
