Encourages States to promote actions, including through bilateral and multilateral technical cooperation and financial assistance, for the social reintegration of children in difficult situations, considering, inter alia, views, skills, and capacities that these children have developed in the conditions in which they lived and, where appropriate, with their meaningful participation;
