[Urges States:] (f) To increase resources at all levels, particularly in the education and health sectors, to enable young people, especially girls, to gain the knowledge, attitudes and skills that are needed to prevent HIV/AIDS and other sexually transmitted infections and to enjoy the highest attainable standard of physical and mental health, including sexual and reproductive health;
