The Commission recognizes that research and development in science and technology, and its dissemination, have insufficiently responded to women's needs. The Commission stresses the need for increased cooperation among countries, including through international cooperation and transfer of technologies on mutually agreed terms, especially to developing countries, in order to enhance equal access of women to science and technology and their participation in science and technology education.
