- With the alarming escalation of extreme forms of violence against women and girls in the 1990s, including in Mexico, El Salvador and Guatemala, there was a pressing need to create and adopt new concepts and strategies to address the phenomenon. The disproportionate impact of economic, political and social factors in which the killings of women and girls were occurring, as well as the patriarchal nature of the societies that subordinated them, had to be taken into account. This violence has included torture, sexual abuse, deprivation of liberty, post mortem dismembering and the abandoning of bodies in public spaces by perpetrators (individual or groups), known or unknown to the victim. It is in this specific context that the concept of femicide scenarios was developed to determine the existence of a femicide crime, despite the difficulties of identifying motive, intention and perpetrators.
